I am writing this letter on behalf of the NaTochak informal group from Skopje, Macedonia. We are one of the few Macedonian groups whose primary area of interest is urban cycling advocacy. We are unfortunately not an ECF member, but we actively work together with the City of Skopje administration, other municipalities in the capital, the Dutch embassy and other local organizations involved in similar areas. So far we have taken active participation at cycling conferences and festivals in the region, and we maintain good relations with the ECF member organizations in Serbia, Slovenia and Austria. We are writing this letter at the recommendation of Novosadska Biciklisticka Inicijativa (NSBI).
With this appeal we would like to ask you for support on an important issue. Namely, the Macedonian Government along with other institutions, including the Ministry of Transport and Communications, Ministry of Interior, National Council for Road Traffic Safety and the Ministry of Health, are currently campaigning for safety on the roads and simultaneously drafting a new Law on Road Traffic Safety. In May 2014, the newspapers began leaking information on some draft amendments to the Traffic Safety Law, according to which the proposed text included the introduction of mandatory helmets for all cyclists, supposedly to increase safety on the roads.
In the past two or three months we wrote letters to the relevant state institutions, also quoting ECF data on this issue and warning that this amendment would actually reduce the number of people using bicycles as a means of transport. In addition, we had a meeting with members of the principal institution responsible for the proposed amendments, the National Council for Road Traffic Safety. To our regret, it looks as though our objections and suggestions were not taken seriously.
In order to prevent the adoption of this amendment, we have actively circulated our doubts regarding ‘the helmet law’ by writing letters, organizing meetings with the authorities, personal lobbying, addressing the public through the media and public debates, as well as gathering support from organizations active in these areas.
We would like to ask you for an open letter of support – coming from your organization and its members – with a short explanation why the wearing of helmets should not be mandatory in both the city and on open roads. We are aware that you have already run a campaign entitled ‘Ask Me Why I Cycle without a Helmet,’ explaining a lot of things there, but we are confident that a direct letter of support will be much more valuable and effective in the local context.
